As part of Singapore’s green transition, the government will introduce mandatory climate reporting aligned with standards issued by the International Sustainability Standards Board (ISSB), in line with the roadmap developed with the Sustainability Reporting Advisory Committee. As of 31 July 2023, 73 per cent of SGX-listed companies reported using the recommendations by the Task Force on Climate-Related Financial Disclosures (TCFD). With the integration of TCFD recommendations into ISSB standards, do our companies have a head start in meeting the ISSB requirements? What steps should be taken for full compliance? And what are some climate-related disclosures to prioritise?

In this pitstop, we will cover:

  1. A study by ACRA and NUS on the quality of climate-related disclosures in Singapore, with a focus on ISSB-readiness.
  2. Key considerations when transitioning from TCFD recommendations to the ISSB standards.

Kuldip Gill
Assistant Chief Executive, Accounting Regulatory and Sustainability Group, ACRA

Ms Kuldip Gill oversees the Accounting Regulatory and Sustainability Group which supports ACRA in developing a progressive and responsive regulatory regime as the regulator of business registration, financial reporting, public accountants and corporate service providers. Her responsibilities also include overseeing sustainability reporting and assurance matters, from a regulatory perspective. Ms Gill leads ACRA’s involvement in the International Forum of Independent Audit Regulators (IFIAR), serving as the Chair of the Human Resources and Governance Committee. Prior to joining ACRA, she was a partner in one of the Big Four firms in Singapore and was responsible for some of the quality aspects. Ms Gill is a member of the Institute of Singapore Chartered Accountants.



Sa-Pyung Sean Shin
Senior Lecturer of Accounting, National University of Singapore

Dr Sa-Pyung Sean Shin is a Senior Lecturer of Accounting at the NUS Business School and a Research Affiliate at the Sustainable and Green Finance Institute (SGFIN). He teaches carbon accounting and sustainability reporting, while his research delves into corporate governance and sustainability accounting, pivotal areas in today's regulatory and environmental landscapes. Dr Shin holds a Doctor of Business Administration degree in Accounting and Management from Harvard Business School. Before joining NUS in 2021, he was an Assistant Professor at Singapore Management University, teaching corporate reporting and financial analysis.



Bong Yap Kim
Senior Technical Director, Sustainability Reporting Office, ACRA


Ms Bong Yap Kim is part of ACRA’s Sustainability Reporting Office, set up to develop and implement a roadmap for climate reporting and assurance for companies incorporated in Singapore, including the development of reporting and assurance standards. It also drives the sustainability efforts within ACRA. Ms Bong is a Fellow of the Institute of Singapore Chartered Accountants and the Singapore Institute of Director (SID).  She represents ACRA in Singapore Standards Council and the Sustainability Reporting and Assurance workgroup under Singapore Green Skills Committee.



Fang Eu-Lin
Partner and Sustainability and Climate Change Leader, PwC Singapore


Ms Fang Eu-Lin is a partner at PwC Singapore where she leads the Sustainability and Climate Change Practice and is a member of the wider PwC Global ESG Leadership team. She also drives the PwC Asia Pacific Centre for Sustainability Excellence. She helps clients strategise, implement, report and obtain assurance across a range of Environmental, Social and Governance issues. Ms Fang is a Singapore Chartered Accountant. She graduated with a Masters in Public Administration from Harvard Kennedy School, Harvard University, and is an alumnus of Harvard Business School. She is also a member of SRAC.



Shinbo Won
Managing Director, Head of Asia ex-Japan, BlackRock Investment Stewardship, BlackRock


Mr Shinbo Won is the Managing Director, Head of Asia ex-Japan, BlackRock Investment Stewardship, and a representative of the Investment Management Association of Singapore. Prior to joining BlackRock, he was Head of Asia ex-Japan Research at Institutional Shareholder Services, having led a geographically diverse team that provides proxy research and recommendations for more than 5,000 companies in 14 Asia-Pacific markets outside Japan, while overseeing the development of ISS' benchmark voting policies for those markets. Mr Won holds an MBA from the Haas School of Business, UC Berkeley, and BA Economics from Yonsei University. He is also a member of SRAC.



Cherine Fok
Partner, KPMG ESG, KPMG Singapore


Ms Cherine Fok is ESG Partner at KPMG in Singapore. She has more than 15 years of experience in various aspects critical to sustainable development and issues related to environmental, social and governance matters. These include ESG measurement, reporting and assurance, ESG deals, structuring and financing, and decarbonisation pathways. Ms Fok’s focus on the integration of technology, science and business underpins her understanding of ecosystem development. She actively participates in industry dialogues and is a Fellow of CPA Australia.



Philip Lee
Independent Director, City Developments Limited


Mr Philip Lee is the Lead Independent Director and Chairman of the Audit & Risk Committee at City Developments Limited and Chairman of the Audit and Risk Committee at ComfortDelGro Corporation Limited. He is also a director at Tech For Good Institute and a member of the Governing Council at Singapore Agro-Food Enterprises Federation Limited. Mr Lee is a Fellow Chartered Accountant of Singapore and an FCCA. He was previously a partner at KPMG in Singapore and a member of ACRA’s Complaints & Disciplinary Panel.



Vinamra Srivastava 
Chief Sustainability & Sustainable Investments Officer, CapitaLand Investment 


Mr Vinamra Srivastava is CapitaLand Investment’s (CLI) Chief Sustainability & Sustainable Investments Officer. He formulates and integrates the group’s ESG strategy, policies and best practices into its business, operations and culture, delivering long-term economic value to stakeholders. He also leads CLI’s sustainable real assets investments including renewable energy and climate-tech venture capital. Mr Srivastava was previously CEO of India Business Parks, CLI, developing and growing business parks and sustainability projects across India. Before that, he headed Ascendas-Singbridge’s corporate strategy & development function. Before joining CapitaLand in 2015, Mr Srivastava was a management consultant at Roland Berger Strategy Consultants, Cisco Systems and Arthur D Little.
