RICHARD ALLEN
Local Principal, Baker & McKenzie Wong & Leow
Mr Richard Allen is a Local Principal in the Dispute Resolution Group at Baker McKenzie Wong & Leow in Singapore. He is admitted as a Solicitor Advocate in England & Wales and registered under Section 36B of the Legal Profession Act to practice both English and Singapore law. His practice covers a broad spectrum of advisory and contentious work, including commercial arbitration, investment protection and public international law. Mr Allen regularly advises clients on ESG-related disputes, as well as the design and implementation of ESG risk-mitigation strategies and policies. He is also a member of the Law Society of Singapore’s ESG Working Group.

ELSA CHEN
Partner (Chief Economist), Allen & Gledhill
Ms Elsa Chen is Co-Head of Allen & Gledhill’s ESG & Public Policy Practice and Regional Co-Head of its Competition & Foreign Investment Review Practice. Her ESG and public policy experience ranges from assisting clients to map out ESG trends and implications, policy drafting, advocacy, and assisting on legislative changes. As Regional Co-Head of the Competition & Foreign Investment Review Practice, Elsa also regularly advises clients on the antitrust, consumer protection and public policy aspects of ESG matters, including collaboration agreements, merger control, and greenwashing claims.
Elsa joined the Firm in 2007, and was previously from the Ministry of Trade and Industry of Singapore, and also a pioneer member of the Competition Commission of Singapore (CCS), now known as the Competition and Consumer Commission of Singapore (CCCS).
ERNEST LIM
Vice-Dean, Faculty of Law, National University of Singapore
Dr Ernest Lim is Professor and Vice Dean at the Faculty of Law, National University of Singapore (NUS). He obtained his DPhil and BCL from Oxford University, LLM from Harvard and LLB from NUS. An internationally recognised scholar, he reconceptualises and deploys corporate governance and private law to address climate- and AI-related risks and opportunities. He is a board member of the Commonwealth Climate and Law Initiative headquartered in London. Prof Lim has delivered training to directors of publicly listed companies on climate-related risks and is author of Sustainability and Corporate Mechanisms in Asia (Cambridge University Press, 2020). He practised corporate law at Davis Polk & Wardwell.

KAY PANG, MSID
Independent Director, Nera Telecommunications
Ms Kay Pang serves on the board of Nera Telecommunications. She is also a board member and honorary legal adviser to the Singapore Heart Foundation. Ms Pang has 25 years of expertise in legal, corporate governance and technology matters. She is the Vice President, APAC Legal at Aveva Software. Her previous roles include senior roles at VMware, Cloudera and Hewlett-Packard. She also practiced as a corporate lawyer with Drew & Napier and Shook Lin & Bok in Singapore, having qualified as a barrister-at-law in England and an advocate and solicitor in Singapore. She has experience in business dynamics, change management, digital transformation, acquisitions, governance and regulatory requirements.
